Past Performance - Trends on Policy and Implementation
OFPP Guidance. In May 1995, OFPP issued an interim version of a Guide to Best Practices for Past Performance (available on the internet at "http://www.arnet.gov/References/References.html ") intended to provide government agencies extensive guidance evaluating contractors’ past performance.
In addition to objective measures such as quality and schedule performance, the Guide called for several subjective factors to be considered such as:
(a) Management Responsiveness (e.g. cooperative, business-like, concerned with interests of government)
(b) Contract Change Proposal history
(c) History of changing key personnel
(d) Emergency responsiveness
(e) Overall satisfaction determined by whether former customers would do business with the contractor again
The guide also wants to ensure past performance is considered as an evaluation factor for award and not merely as a matter of responsibility. It advises against using past performance as a "minimum mandatory requirement" or a go/no go factor. Consistent with the intention to have past performance a "major factor", the guide recommends it have a weight equal to the most significant non-cost factors in the evaluation criteria. If a numerical weight is use by an agency, the guide suggests a weight of 25% or more.
